Laws and policies are an important part of how well a country’s natural resources are managed and how transparent the sector is. PWYP members around the world follow their correct implementation and participate in the revision of these frameworks when needed. National and sub-national budgeting processes are also important and PWYP members play a role in monitoring these and in advancing tax justice.
This is so that transparency and accountability are part of the natural resource management process from the start.
Some of the things the natural resource legal framework can determine:
- Whether a government decides to publish its extractive contracts and licenses.
- Whether communities should directly receive a portion of extractive revenues, and what this portion should be.
- How much revenue should be set aside for future generations.
- The standard for environmental and other obligations companies need to abide by.
